May I ask what street you are on. I have a neighbor that sounds the exact same.

Leave a note on the door tell him you would have doine it personally but never seem to catch him at home.
If that doesn't work I guess call in a complaint. Ask Pet Social Worker to whom you should contact. She knows all about animal situations
I think youw ould contact the HOA for the porch light but I would try to talk to him first.

I had to check to make sure it wasnt me LOL but my dogs dont bark and they arent outside longer than it takes to do thier business. I know at first I left my backlight on alot until I realized how bright it really was. Least let us know what builder maybe they will get a hint if they are on here. I know I do have a neighbor who leaves thier dog outside and light on alot but I know they didnt just move in (I did) but thankfully its not too bad as long as the blinds are closed. and the barking I can deal with.

our catty-corner neighbor's light pokes through the string holes in my blinds to right where my pillow is. Makes me crazy!

BB gun for the light.

Call the city about the dog, Code Enforcement.

Actually, went over, knocked on the door, she was very nice and since has turned off the porch light every night and the dogs have diminished to a bare minimum. They still bark without reason every time put outside but hey, they are dogs right/.
