Does anyone know if there is a noise ordinamce here? My neighbor had people working with construction equipment at 5am waking BOTH my toddlers.......it's going to be a long day.

I think the noise ordinance is dawn to dusk. There was a huge issue and discussion about it a year and a half ago when the contractors were slapping up houses like crazy.

I actually think that its 7am before any work can be done that would be noisy to wake neighbors. If that happens again, call the city or the sherrif to help diffuse the situation.

The earlier the better, 5am is OK. With this heat why wait til 7-9 am - Why don't you stay in the heat around noonish, then till me what you think? Whaaaaaaa take the kids to the other side of the house.

just my 2 cents...
i agree w/ devil dog. most people that do labor jobs like that have to work around the weather. if it's going to be hot, they start early and leave early. do you really think that they'd rather wait until everyone is up and then start to work. by that time it's extremely hot for them to start. put yourself in their shoes and tell me how you feel around 11 - 1 in the afternoon.
i don't think a noise ordinance should hold someone back from doing their job. lets have a noise ordinance for people that party until 3am w/ loud blasting music, or people driving around the neighborhood bumping their loud car stereos. think about it...

There is a city noise ordinance for everything you have mentioned.

For construction it is 5:00 am to 8:00 pm Monday through Friday. Weekends and holidays it is from 7:00 am to 7:00 pm.

All other forms of noise nuisances, i.e. barking dogs, music, etc. are enforacable 24 hours a day. It is at the descretion of a reasonable law enforcement officer to determine if the noise is unreasonable and is in violation of State Criminal Nuisance law or City Code (10-1-9).

Does honking horns fit under the noise ordinance?

The other night my neighbors teenage daughter had some friends picking her up. It was around 10:15 Well they pulled up and started honking the horn obnoxiously. They were holding it down in about 30 second intervals. Well they did this 3 times and I said to myself the next time they do it I am going out there. Well they started honking to a beat then held it down for a long period of time. So I went out. I politely said "My children are sleeping next door, can you please not do that" they just looked at me with these blank looks on their faces so I just walked away. Then my neighbors daughter finally came outside. She looked at her friends and said "Who the f*** was that?" so I said "I am your neighbor and I would appreciate it if you guys would not do that, I have children trying to sleep and your friends woke them" and she actually had to the nerve to say "I wasnt talking to you b****" so I said "Well the next time you will be talking to the cops".

Could I actually call the cops on them for that?

Absolutely, see City Code 10-1-9 A3 below:

Section 10-1-9 NOISE

A.3. It shall be unlawful for any person to make or continue, or cause or permit to be made or continued, any excessive, unnecessary or offensive noise which disturbs the peace or quiet of any adjoining property or neighborhood or which causes discomfort or annoyance to any reasonable person of normal sensitivity residing in the area, including, but not limited to, the keeping of any animals that disturb the peace by the emission of unreasonable loud noises at any time of the day or night.

There is a state law that can be enforced as well. Not sure of the ARS Title 28 code, but it basically says that a vehicle horn is intended as emergencey device and any other use is prohibited.
