The question isn't the percentage to a buyer's agent. The seller negotiates sales commission to listing agent, The listing agent(seller's agent) can then offer(negotiate)the commission split with the selling agent(aka the buyer's agent).
The question comes when an agent shows a home and recommends a purchase over another home based on the commission paid vs the ideal fit for the potential buyer.
