That's a great question DD! An interesting thing is that the book of Romans was written when The Ruler at that time in Rome was Nero, perhaps that most evil of all the Roman Emperors. Paul still recognized that government’s rule over him.
Paul does not wonder why God would put him in power. The persecution at this time also began to spread Christianity. It seems that throughout history whenever evil rulers came to power the gospel would spread.
God does not explain why He allows evil rulers, but He does tell us how to respond to them. Persecution is a part of life, but God can use that for good, as in the spread of the gospel.(You ever wonder why people run to church after tragic events, it's not a coincidence!)
Here is another reference to governing authorities in a letter written by Peter(who like Paul was put to death by an evil emperor)
1Peter 2:13 Be subject for the Lord's sake to every human institution, whether it be to the emperor as supreme, 1Peter 2:14 or to governors as sent by him to punish those who do evil and to praise those who do good. 1Peter 2:15 For this is the will of God, that by doing good you should put to silence the ignorance of foolish people. 1Peter 2:16 Live as people who are free, not using your freedom as a cover-up for evil, but living as servants of God.

Alert | Oh wow, I had no idea the discussion this would spark. Should have figured it would be taken LITERALLY rather than looking further into the meaning behind the post. ASUgrl, have you considered that it may not in fact say in the bible that speeding is a sin, but that you are missing the boat on the primary message here? (read on)
Ok, as the other person also wrote on here that riding a donkey was a more suitable form of transportation at that time, for purpose of comparison. Yes, you're right, there were no rules about riding your donkey faster than others! Get off your literal band wagon! (read on)
Consider that perhaps I meant that speeding is in itself putting the lives of those around you in danger for your OWN greater purpose. And, that doing it on a regular basis shows a level of disrespect for the law and more importantly for others lives.
If you don't like rules, then go live in the hills somewhere! By choosing to live with the rest of society, you are making a social contract to follow the rules!
By the way, they reported it on the Today show about Portland having the most courteous drivers in the country :-) (We do have our idiots though, like every city does)
I should have figured a bunch of Christians would hop on here and be so shallow and literal about the topic, such as no speeding sins listed in the bible! That's a good one. It's a real art form to leverage the bible in both a literal and metaphorical sense to suit your own needs! Congratulations on your level of skill!
