That happened to me also some time ago.

Turns out I had mistakenly asked the game to start up with much much higher resolution than my then graphics card could handle, and the game crashed at loading every time, when it tried to render the detail too much.

I uninstalled the game, re-installed it, made sure my video settings were correct and hey presto! Unrelenting carnage and violence, hookers and crime! Perfect!
