Microsoft Frontpage is a decent "template" based program.

Don't use Frontpage! It's WYSIWTF.

I would suggest going to W3Schools first for some good tutorials. You'll be learning HTML in it's purest form. You really need to understand the basics and not use all of these "easy" editors (Frontpage, Dreamweaver, etc). For me, one of the best ways to edit a web page is with a good old text editor. I use Notepad++.

My biggest complaint about other editors is that they end up producing a LOT of bloated code. It's a daily battle for me. I receive pages that are often written using an editor or saved as a web page from Word, and I constantly have to rewrite large sections just so that it looks right in different browsers, or doesn't conflict with our CSS.

Anyway, just start with the basics. It will make future editing a lot easier.

I can definitely recommend this:

http://msdn.microsoft.com/vstudio/express/vwd/

It's free, doesn't produce bloat and really is WYSIWYG.

Whats funny is that its true... Had a cheesy DOS app that my company wanted "web enabled".. It was a custom TCP stack on top of an NDIS driver.. So I had to modify the TCP stack (also written in assembly), and write a webserver.. Then had to write the code to generate the pages... Again, in assembly..

*sigh*

Now I work in Python (and C/C++).. Much nicer.
