You're asking the wrong question...why does a 70 year woman old or anyone for that matter, have to make a tactical decision about crossing a 2 lane highway with cars going 65-75mph in both directions? This scenerio will always be a recipe for disaster.

You're saying everyone who tries to cross there is a recipe for disaster? Some driving maneuvers difficult and require careful thought and planning. This crossing can be executed without much difficulty by a competent driver with reasonable reaction times and good vision. If you want something far more difficult, try sitting at the end of an on-ramp on I-17 because of a Yield sign, trying to merge with traffic flowing at 80-100+ MPH. Far more difficult wouldn't you say? Or try turning left out from a parking lot at ASU during breaks between classes. If you are in a passenger car, you are absolutely blind to traffic coming from the right. Combine this with traffic that wants to turn into the parking lot you're trying to exit and you're either going to have to make a blind turn or wait there for 15-20+ minutes.

People that think driving on 347 is difficult need to take driving courses.

Because not every situation can be perfect. Which is why you need to train yourself, be prepared, and be careful. If you are the sort of person who knows your reaction time is not great, or if you have fear when crossing two lanes of highway (which is not entirely unreasonable, frankly), you may consider an alternate route.

To expect all situations to be perfect for all people is as unreasonable as to expect perfection amongst all people themselves. I said this early on (and alanf evidently agreed) and I will say it again, there will always be errors in judgment, and there were always be lapses in prudence. No camera, police officer, or street design can prevent that. Only your driving defensively and being constantly vigilant can give you a fighting chance.
