Looks like the light at Honeycutt Ave & 347 -- south of the tracks is finally working! Only took them... what, like 4 months to turn it on?

Thank God! I am freaking tired of waiting 5 minutes for someone to turn left that thinks traffic has to be clear in both directions!

Technically it does. But turning is impossibly slow if you wait...

actually no it doesnt. You can make a left when on coming traffic is clear and turn into the middle turn lane and wait for a break in the traffic to get into the lane.

Hey Jason, can you look that one up for us? I've heard it both ways:

-that it is not legal to use the middle lane surrounded by two yellow lines to turn INTO, while waiting for an opening in traffic. This lane is to be used for turning OUT/Left only, or for emergency vehicles.

-that it is legal to use the middle lane for whatever turning related purpose...

It is not legal to use the middle lane to wait for an opening in traffic as it would be failure to obey a traffic control device. The Manual on Uniform Traffic Control Devices (which is adopted by AZ State Law) states:

If a two-way left-turn lane that is never operated as a reversible lane is used, the lane line pavement markings on each side of the two-way left-turn lane shall consist of a normal broken yellow line and a normal solid yellow line to delineate the edges of a lane that can be used by traffic in either direction as part of a left-turn maneuver. These markings shall be placed with the broken line toward the two-way left-turn lane and the solid line toward the adjacent traffic lane as shown in Figure 3B-7.

Since traffic pulling out from a side street would not be using the lane as a left turn maneuver but instead as an acceleration lane, an officer can cite you. On occasion they do.

This is reinforced when signs are put up that say "Center Lane Turn Only".

This is also what you'll be told if you ask a traffic school instructor.

Per the Arizona Revised Statutes 28-751.4.b " from or into" being the key language ( it doesn't bold, evidently I don't know how to do this)

28-751. Required position and method of turning

The driver of a vehicle intending to turn shall do so as follows:

1. Right turns. Both the approach for a right turn and a right turn shall be made as close as practicable to the right-hand curb or edge of the roadway.

2. Left turns. The driver of a vehicle intending to turn left shall approach the turn in the extreme left-hand lane lawfully available to traffic moving in the direction of travel of the vehicle. If practicable the driver shall make the left turn from the left of the center of the intersection and shall make the turn to the left lane immediately available for the driver's direction of traffic.

3. The director or local authorities in their respective jurisdictions may cause markers, buttons or signs to be placed and may require and direct that a different course from that specified in this section be traveled by vehicles turning at an intersection. When markers, buttons or signs are so placed, a driver of a vehicle shall not turn a vehicle other than as directed and required by the markers, buttons or signs.

4. Two-way left turn lanes. If a special lane for making left turns by drivers proceeding in opposite directions has been indicated by official traffic control devices:

(a) A driver shall not make a left turn from any other lane.

(b) A driver shall not drive a vehicle in the lane except if preparing for or making a left turn from or into the roadway or if preparing for or making a u-turn if otherwise permitted by law.

So that leaves the question, how and why are cops issuing tickets for pulling out into the lanes?

You can't continue driving in the lane to accelerate. You must pull in and stop.

It gets really dangerous when the other person tailgates you out into the lane, expecting you to use it as an acceleration lane, giving them room. You stop and it leaves them hanging out in the oncoming traffic.

Thats pretty much what I was saying. I would never drive in that lane. I just pull into it and stop and wait the couple of seconds until the traffic is clear. It is extremely dangerous to drive in.
