Liberalism and capitalism address themselves to the cool, well-balanced mind. They proceed by strict logic, eliminating any appeal to the emotions. The question isn't the opportunity to learn English, it's at whose expense. It's not fair to have taxpayers fund English-lanuage learner programs at the expense of other school programs, nor is it fair to either teachers or students to have to slow down the class for those who can't understand the material that's being presented. | |
