Pinal county is proposing a new planning and zoning ordinance that would change the number of large animals that can kept on certain properties. The new ordinance would limit the number of large animals to two per acre (large animals as horses, cattle, sheep and goats). This new ordinance is aimed at parcels zoned General Rural and Suburban Ranch.
If passed as drafted, the new ordinance would have a drastic affect on small acreage ranchers that derive all or part of their livelihood from livestock.
While the aim of this new ordinance may be as simple as trying to prevent gross negligence and over crowding of livestock, it fails to take many aspects into consideration.
First, a good farm manager and animal owner, will insure the health of his charges. Just because an corral or paddock is small, it is not necessarily bad. The Tempe mounted police keep their horses on less than an acre, yet no one would question the quality of the horses care.
Second, one horse does not equal one sheep. Many cities and municipalities limit the number of large animals allowed per acre, but do so on a graded scale or "livestock units"
Third, for those of us that rely on our livestock for our livelihood, often times the numbers of animals on our property varies as animals are bought and sold, sent off to show or breed or are boarding short term as transportation schedules allow.

While this ordinance wont directly affect those living within Maricopa city limits, I know that this forum gets many readers from the lands surrounding the city.
