Alert | Kathy Hall spoke at the City Council meeting on Tuesday during the Call to the Public and brought up to council (and the audience) that City Hall has a new media policy in place for staff.
It seems that it is now a requirement that any communication and opinion that comes out of city hall must first go through the City Manager's office.
Interestingly enough, the Supreme Court has ruled on this very issue several times. Most recently in 2006, they ruled that there is no First Amendment protection when the communication is part of the normal discourse of the job the person is doing.
But, the court has also ruled several times opinions on matters of public concern are constitutionally protected free speech.

Alert | I can understand the city's need to review information to ensure accuracy, completeness, compliance with policy, etc. It also helps to make sure that any statements you spin are all spinning in the same direction 
What happened to the PIO? Usually that person would confer with the City Manager or a delegate prior to an official statement. It's not like we've had anything close to an open dialogue with the city in the past anyway. | | Stupid should hurt!
