Every house that is constructed is sold since the builder only builds what they sale, good neighbors, not to close, no to far, green areas, no rentals (by contract).
I don't know what your realtor/builder told you.. but they were wrong that NO rentals are allowed (i think that may even be illegal)..
You may be mistaking this from the "owner-occupied" clause in your home buying paperwork.. it's somewhat different.. the owner can not rent for at least a year after owning the home.. Even this is hardly enforceable once the owner takes possession..
