The house accross the street (RED) is in foreclosure and the people have walked away and turned of the electricty and water. The pool is turning green and I need a number to call to report it. Does anyone have the number to a health and saftey organization in Maricopa or Pinal county.

If it's across the street, how do YOU know it's going green? Now if your neighbor across the street says it's going green, have them just toss some shock packs in over the wall until the city compliance officer can address the issue.

Having worked for a county mosquito commission for 16 summers I would define what you have described  as mosquito heaven. Still water ,with a food source (the green stuff) is an ideal environment for mosquito larvae. A heavy chemical treatment  once a week or so will kill them. mineral oil sprayed on the surface of the water once a week will also do the job (it suffocates them and is biodegradable). If nothing is done a pool size source could produce many 1,000s of mosquitoes weekly.
