The common mailbox area actually belongs to the homeowner.  And therefore  their responsibility.  Most homeowners are not aware of this till they are advised by the management company.

You can knock on your neighbors door and let them know about it or you can file out a form and submit it to AAM.  If you don't want to go that route send me an email and let me know where on Softwind your talking about and I'll check it out.

Mailboxes are on private property? That doesn't sound right. That should be HOA property and responsibility.

And to my knowledge there is only one mailbox area on Soft Wind Drive.

Looking at the stale posts on the desertcedarshoa.com website, the broken beer bottle was reported to the management company last Summer. Still there.

That is correct.  It is a public easement.  The homeowner is responsible for the maintenance.  Therefore the HOA cannot go on private property to clean or maintain it.  I'm sure the HOA has sent the homeowner notices but until the homeowner complies there is not much the HOA can do.
