Alert | | I can't find my HOA regulations and was wondering what the policy about satellite dishes is. Also is there somewhere online where I could access the HOA regulations?

Alert | | Actually, some do make you paint the dish if it's visible from the street. The dish needs to face south east I believe, if you are lucky and your house faces north you'll be able to put it on back and nothing seen from the street. The installers SHOULD be used to working with HOA's around here and put the dish where it causes the least havoc. | | The red head is BACK!! (and still mouthy)

Alert | | When we first moved in last year they mounted my dish to the back block wall. I asked if he would mount it above the covered patio, but he said it was an HOA violation (he stated it needed to be below the fence line)... I have no neighbors to the rear and you can't see my backyard from the street. Looking at my neighbors around me (left and right) they would all be violators if this were true.

Alert | The HOA has very limited authority regarding your dish or antenna. According to Federal law - the installers can mount the dish or outdoor antenna in any reasonable location necessary for clear signal. It that means your front yard - the HOA has no authority.
Here's a link http://www.fcc.gov/mb/facts/otard.html
I do not recommend painting the surface of the dish. The composition and reflectivity of the dish is part of the signal distribution. Special RF paint is required to refinish a dish. Painting the coax however won't hurt it.

This is true. HOAs cannot dictate where the dish is located anymore. If they try, they are in direct violation of Federal Law. So put it where you want and get a great signal!
Good catch Fritzydoodle!!
