Each time we have a heavy rain the common greenbelt area at the center of the Villages fills with rain and takes 2 or more weeks to drain.  A couple of months back they brought put water pumps.  I have heard that builder standard say that water should not stand over 72 hours due to mosquitoes breeding.  

Is anyone aware of any actions being taken to fix this ongoing problem?

Are there dry wells in that area? I'm guessing not by your description. I would contact the developer. If they do not respond then call the city.

I had the same thing, went through the same channels (had to go to the city because the developer [Shea] wasn't going to do anything) and now I have 2 dry wells in my retention basin, put in by the developer.
