itchy butt?!? ROFL The title of this thread made me giggle.

Seriously, maybe his anal glands need to be expressed (a groomer can do it) or he may have worms. I'm not an expert on this "butt" that is the only two things I could think of.

Sheeesh! Flygirl's got it. Depending on what type of dog it is, it can be the anal gland. I haven't had a dog that this has been a problem, fortunately. You may also want to try some worm mediine. If that doesn't work, take him to a groomer for the gland thing. Yuk.

Stupid should hurt!

I would start with a visit to the vet. It could be his anal glands which should be expressed by a vet (or a groomer). It is possible there is infection which would need medication, available from a vet.
When you go in, take a small amount (Tablespoon sized amount) of fresh poo - from that same day, kept in the fridge in a small clean sealed container (a sandwich bag works great and you can seal it or tie it closed.) I know it is gross to keep that in the fridge but you will get over it. If the anal glands are not the problem, they will run a fecal test and see if he has worms. Diarhhea also can cause irritation which makes them lick. Either way, the vet can deal with all of those problems in one visit. Have fun!

I just re-read your post - if he has diarrhea that could be the problem in itself. Keep him out of the compost obviously. Feeding half dog food and half cooked plain white rice can help clear up diarrhea in a couple of days if it is only food or compost-eating related diarrhea and it hasn't totally jacked up his system. I would still recommend seeing a vet and they can handle all of the above and take care of the irritation much quicker.

No i couldn't do that i'm not that limber enough. I have been scratching for years. I think I need another Dr. he says its hemorrhoids from sitting on the tractor seat so much.

That was it! Hes doing fine now, and has stopped having diarrhea and stopped licking his butt. I was worried, hes eatin the composts before but never had this problem until now.

You just need to wipe better! Have you tried using the thicker wipes for adults? Or some baby powered to prevent chaffing?

The vet by Anytime (I can never keep the name straight) does the EAG (express anal glands) for $17. I would guess that you need to be a current patient, but it's reasonable and only a vet tech visit so they can usually get you in pretty quick.
