The developers behind a proposed $800 million rock 'n' roll theme park in Eloy want Arizona lawmakers to pass a measure next year that would allow an additional 9 percent in sales tax collections on rides and concessions at the park. Those revenues would support bonds to finance the project.

The idea is not unprecedented. In 2005, the Arizona Legislature passed such a measure for a proposed theme park in Coconino County, a development that still has not come to fruition. In that case, the tax mechanism expires in 2012 if a theme park is not constructed.

Details of the Eloy entertainment development, dubbed Decades Music Theme Park, are available on a new Web site, www.decadesusa.com.

The visionaries behind the proposal, which would include rides and entertainment features with a music theme, include Martin West and Greg Sherman, local real estate entrepreneurs and investors, along with Peter Alexander, who is described as "one of the creative minds behind Disney's Epcot Center, Disney Tokyo and some of the most breathtaking attractions at Universal Studios Florida."

Local spokesperson Jason Rose, principal of Scottsdale-based public relations and government affairs firm Rose & Allyn, said the financing mechanism would need to be approved by state lawmakers.

"It allows bonding against an additional 9 percent sales tax on top of those others only at the theme park itself," Rose said.

The developers own about 500 acres in Eloy, which is about half way between Phoenix and Tucson, according to the Web site.

The Web site is enlisting public support for the project, including the sale tax initiative.

Will they guarantee it will be ecologically efficient? Remember we are in a long term drought -- and, with global warming, it will get worse. We are in an energy crisis. Will they use solar for power? etc etc

I would be on board if they have a zero carbon dioxide footprint (and I don't mean by offsets)
and provide public transportation so driving is not an issue and show a plan for reuse and recycle of water and materials use in building the place. This is all fiscally and technically feasible. I'd love to vote for, and give a tax break, to such a place!
