I also agree with leehopper regarding the point about how stores decide where to go using demographics studies.    The part I question though is the idea we will not get anything more until more people come to Maricopa.  We already have way more people in this town to justify more than we have.  Even if we don't add one more person to the population, we will still get more stores.  Obviously, population growth helps, but Maricopa has grown so fast, it takes time for the big corporations to prioritize and recognize the opportunity here, given the volumes of data they pour through.  And ofcourse, Maricopa is not done growing.

I also don't think letters hurt.  I just moved here from Austin, and you would not believe the ground swell of protests and public opposition to Wal-Mart, Home Depot, Lowes, and other "big box" stores, movie theaters and more.  For whatever reason, people don't want them in their community.  I would think a significant volume of letters from a community wanting them to build here might add fuel to the fire to come here.
